Putting posters up and announcing meetings will almost certainly be insufficient, but you should do them anyways. Try to find out about people who have done technical theater in the past whether in previous years at Rice or in high school. Find these people during dinner and get to know them, better yet talk them into making a commitment to help you.
Find people with absolutely no experience who can be talked into helping you, you'll be amazed at the willingness to help if you only ask nicely. Be sure to reward the people you do find, whether it be with food or just heartfelt thanks. Don't let their sacrifices go unappreciated.
